we had this question but here it is again u need to have academy on lvl 20 and relay point on lvl 10 to research him in academy than u need palace on lvl 10/15/20 or residence on lvl 10/20 but u can't build senator and settlers at same level of residence and if u lose your senator in battle u can build him again in residence/palace
